Jupyter notbook未从navigator或command promp启动

我在用水蟒。我无法从导航器或命令提示符启动jupyter笔记本。我在Windows10上工作。我尝试了jupyter notebook --debug，得到了以下结果。你知道吗

好像是挂断了或者找不到需要的文件。我试过卸载anaconda并重新安装，我也遇到同样的问题。任何让jupyter笔记本工作的建议都将不胜感激。你知道吗

编辑：我去了本地主机：8888和什么都没有。你知道吗
