问题在于你在第一个无限循环里调用了 s.bind()。第一次调用的时候是可以的,但之后这个地址已经被占用了,所以就不能再绑定了。
s.bind() 和 socket.socket 这些操作不应该放在循环里,它们只需要执行一次。之后可以用无限循环来接受连接。

在服务器端,你只需要创建一次套接字(socket),这一步要放在循环外面。然后在循环里面,你可以接受多个连接。
s=socket.socket(socket.AF_INET, socket.SOCK_STREAM)
