有没有原生的Python实现的Jenkins hash算法?

我需要一个哈希算法,它可以把任意字符串转换成一个32位的整数。对于同一个字符串,它必须保证在不同的平台上返回相同的整数。

我看过ELF哈希算法,找到了一个Python的实现。根据上面的要求,这个算法可以替代Jenkins哈希吗?(http://www.partow.net/programming/hashfunctions/#ELFHashFunction)
